My office is on E Hillsborough Ave in Tampa, about twenty-five minutes from Riverview on I-75. Same county, same rating area, same phone number.

Your premium is set by your county, not your city

This is the single most misunderstood thing about buying health insurance in Florida.

Under the federal rules every state is carved into geographic rating areas, and an insurer has to price the same plan the same way inside one area. Most states use a handful of areas covering whole regions. Florida went all the way: all 67 counties are their own rating area. Riverview sits in Hillsborough County, which is Rating Area 28.

So there is no Riverview rate. There is a Hillsborough County rate, and it runs from one county line to the other. Manatee County is fifteen minutes south on I-75 and it is Rating Area 40. Polk is twenty-five minutes east at 53. Riverview itself, being Hillsborough, prices with Tampa and Brandon at 28.

Two practical consequences. If you are shopping a move, check the county before you fall in love with the house. And if a quote you found online looks nothing like what a neighbour pays, check which county it was actually run in before you assume someone is lying to you.

Who actually calls me from Riverview

Riverview grew faster than almost anywhere in the state and it filled up with exactly the households that fall through the cracks on health insurance: young families who bought out here for the square footage, contractors and trades working sites across three counties, remote employees whose companies never offered a real plan, and small-business owners running one to five people out of a garage or a unit off Gibsonton.

What they have in common is that nobody is doing this for them. No HR department, no open enrollment meeting, no benefits portal. One person at a kitchen table with a deadline and a browser full of tabs.

Two ways to buy, and how to tell which one is yours

There is the ACA marketplace, and there is privately underwritten coverage sold outside it. They are different products and the honest answer about which is better depends entirely on your income and your health.

The marketplace cannot turn you down and cannot charge you more for a pre-existing condition. If your household income lands where a premium tax credit is meaningful, a subsidized marketplace plan will usually beat anything I can sell you, and I will say so.

Privately underwritten plans ask health questions and can decline you. In exchange, healthy households getting little or no tax credit often pay materially less for a broader PPO network, and they enroll year round instead of waiting for a window.

Working out which side of that line you are on takes about ten minutes on the phone. It is the whole job.

Your doctors come first, not the premium

Networks are set per plan, not per city and not per insurer, and they change from year to year. So the order is always the same here: you tell me the doctors, the specialists and the hospital you are not willing to lose, and we check each specific plan against that list before anyone signs anything.

A cheaper plan that drops your cardiologist is not cheaper. Bring the names to the first call and it saves a week of back and forth.

When you can enroll

Marketplace coverage generally needs open enrollment or a qualifying life event — losing a job-based plan, moving, marriage, a birth, turning 26. Privately underwritten plans are generally available year round, approval on most applications comes back in 24 to 48 hours, and coverage commonly starts the first of the following month.

Which means if you are uninsured in Riverview today, you are probably not stuck until next fall.

The part most people here have never been told: if a subsidized marketplace plan or Florida Medicaid is the better deal for your household, I will tell you on the first call.
