1. Check the producer number
The National Insurance Producer Registry keeps the national record. Look up NPN 20492859 at nipr.com. An NPN is issued once and follows a producer for their whole career, which is why it is the number worth checking first.
2. Check the Florida license
Florida is the resident state. Search the Florida Department of Financial Services licensee database by name or by license number W913263. The record should return Scott Binsack at 5701 E Hillsborough Ave, Tampa, FL 33610, with the health and life lines of authority active.
3. Check any of the other thirty states
Every state insurance department runs its own licensee lookup, and a non-resident license has to be verified in that state, not in Florida. The NAIC keeps the directory of all of them at content.naic.org. Pick your state, open its licensee search, and search by name or by NPN 20492859.

If you live somewhere not on that list, say so on the first call. Placing business in a state where a producer is not licensed is illegal, and I will tell you that rather than take the appointment.
What a license proves, and what it does not
A license means a state has confirmed the pre-licensing hours, the exam, the background check and the continuing education, and that nothing has been revoked. That is the floor, not the ceiling. It does not tell you whether someone returns calls, whether they will still be there when a claim is coded wrong, or whether they are quoting you the plan that pays them the most.

Anyone can ask this of anyone
Any licensed producer you speak to should hand you their NPN without hesitating and invite you to check it exactly this way. If someone will not give you the number, that is the answer.
